A draft of the city’s new General Plan is being developed in the Russian capital, Andrey Bochkarev, Deputy Mayor of Moscow on Urban Planning and Construction, said at the 10th Moscow Urban Forum. Mosinzhproekt Engineering Holding is an operator of the capital’s key urban development programmes.
“We have been working on the General Plan of Moscow for several months, and we are now doing a lot of work on the instruction from Sergei Sobyanin. Mayor of Moscow, to generate new approaches to the urban development principles,” Andrey Bochkarev said.
According to him, the emphasis in the new General Plan will be placed on creating workplaces.
“Cities are moving toward greater development of the service sector, creating products with high added value. We are interested in combining housing and office construction, creating new companies in the city and attracting new commercial organisations,” the Deputy Mayor said.
Also, the new General Plan will be based on economic modelling of the functioning of territories.
“The main challenge for us today is to develop the correct principles for preparing a general plan. The time when red lines for blocks of houses and roads were simply drawn has already passed. We see it as our goal to fill the fabric of the city with territories for various uses, where every metre will generate an economic effect not only in terms of generating profits for companies, but also in terms of increasing the incomes of the population, raising the salaries of Muscovites,” Andrey Bochkarev explained.
A new General Plan is expected to be created using master planning tools. “The key task is to combine urban development and effective economic development. From the viewpoint of common sense and the truth of life, Moscow needs a document of this nature,” the head of the capital’s construction complex summed up.
Mosinzhproekt Engineering Holding acts as the managing company for the construction of new lines and stations of the Moscow metro and one of the operators of the programme for the implementation of a network of transport interchange hubs in Moscow, participates in the implementation of key road projects in the capital, and manages development projects. The company has also implemented landmark projects in Moscow, such as the Luzhniki Big Sports Arena, Zaryadye Park with a multifunctional concert complex, the Irina Viner-Usmanova Gymnastics Palace in Luzhniki, Infectious Diseases Center ‘Voronovskoe’ in New Moscow, and a number of others.
